Like any tattoo with any placement. I think it all depends on the design and the person. I've seen some that look sweet and some that look ...well, not so sweet.
That's a pretty hot picture. I like this one on her cause she has dark skin and that style of tattoo looks good on her. As long it's not a cheesy tramp stamp, I likey.
It depends, also on how the tattoo itself is shaped because well, I saw a few over the hip (closer to the front) tattoos... that deformed completely after childbirth. But a good tattoo can grow with you... So yah. I hope that's a good enough answer.
I hate to follow the fold but I gotta agree that it really depends on who is getting the work done and what the pieces consists of. As a general rule, however, I gotta say that anything that follows the natural line and curve of a body definitely has more appeal (at least to one such as I) than something consisting of a single piece or sticker tattoo.
As a tattoo artist, I'd hve to say it all depends on design and placement on the hip. Anything can be lovely if it's a cool design that flows with the body well. If the design isn't well done, and it looks like a sticker on your body, no dice, but if it's a nice lyrical design that flows with your natural curves, then yeah, it can be totally hot! I suppose that's all just a matter of opinion, though, too, isn't it?
