Ok I took a stab at it. i didnt do the lips because I cant get the 20's bee sting shape right and i dont have lipstick that dark, and I didnt do my eyes as dark as she does, but I basically layered black with a chocolate brown on the rop and bottom lids and then for the shiny look I put some lipgloss over it all. Waterlined with black eyeliner and I only used one coat of mascara. There's prolly a better way of doing it but thats how I did it.
A MUA did a similar look on me this weekend, and used a damp brush and what was either a cake liner or shadow. When I try it myself with (dry) black shadow, I look less "Theda Bara" and more "heroin addict." And not in a good way. :)
You need the Dark Eyes Kit...

HA HA HA!!! Always so helpful, with the suggestions and the visual aids :P

Having spent a LOT of time on belly dancing forums, I guess she probably starts with Urban Decay eye primer at least, or Ben Nye foundation (liquiset?) for performance, and then uses Eye Kandy for shadow. EK is designed by a dancer and is very popular with the tribal ladies.

Lots and lots of ideas at the Bellydance Hair & Makeup tribe. Also think you'll enjoy Gothic Bellydance for inspiration. Kiss your productivity goodbye :)
