Looking for a dress

After seeing Coraline the movie I fell in love with the other mother's polka dot dress with the tiered tails. I didn't think too much of it until I also seen a real dress similar on a Swing Music Documentary. Does anyone know what the name of this style of dress is? Or possibly where I may find it or a pattern for it? I love the tiers on the pencil skirt. =D
