Halloween 2013 Help --- Edwardian Ghost Lady

So I've been planning my next Halloween costume for this year since, well, last year (I know it's silly).

I have the basic idea in my head, but it's hard to describe, so I made a design on Photoshop.

I want to use the dress on the right as the base, but I'm not sure how to get it to look like my sketch. Does anyone have any tips?

Also, I have an idea that I want to get a cheap white corset, just a shaper from a dept. store since they're somewhat affordable, and spray paint a skeleton's waist on it in silver, with maybe a glow-in-the-dark layer on top.

**This is very difficult to describe, but I'm just playing with ideas for the next four months.

Any advice or tips for alterations?
