how to curl short hair?

 This is driving me nuts! I have a bob that will just not cooperate and curl! It seems the curls have to be super tight in order to stay but since my hair is so thick it gives an almost carrot top effect! ): Any advice?

 

(I have tried using a 1 inch iron, flat iron and foam rollers)

curl it super tight, then use a large paddle brush and brush them into soft waves. Tight ringlets are just NOT going to look good on a layered bob. hope that helps?

Depending on the length you might need a smaller curling iron. You can also use perm rods instead of curlers if you need them to be smaller. Good luck!
