I'd say style.
High self esteem. Without it you'll never make it. Feel good about yourself and others will too.
I reccomend these foundation items for building a wardrobe on:
HOT high high heels (the peeptoe slingback is a popular choice), a REAL corset (not that Federicks stuff) sexy stockings, red lipstick, liquid eyeliner, a pencil skirt (high waisted), pearls, a cute cardigan, a halter top OR a halter dress with a full skirt and the crinoline to go underneath, and some cute highwaisted pants or capris.
Bobby pins and hairspray are also your friends!
Dont forget the false eyelashes. I always feel luxurious with lashes on.

A good attitude is a must! If you want to be successful, always be prompt, polite, and prepared. In all the years I've been in the fashion industry, I can't even begin to count the number of girls that have shown up late, unprepared, or with an attitude of entitlement (or all 3!) The girls with a can-do attitude are the ones that are successful.
(and always bring spare pantyhose-even with swimsuits, it hides everything that needs to be hidden)

What I can't live without:

a good cream foundation (liquid can wear off easily especially on oily skin)
powder foundation with a huge powder brush and a small contoured foundation brush
L'Oreal Double Extend (or equivalent) mascara in jet black (I don't use false lashes because of sensitivity to the glue)...the mascara will lengthen your lashes...if you want more volume go over them with Maybeline's Full N Soft mascara.
a retro red lipstick in a blue red color, a great color is Revlon's Cherries In The Snow (the color has been around since the 1950s and they have a polish in that color)
a matching red polish for your nails and toes
the corset (lace up is a must!)
stockings in nude and black
heels (peep toe, slingback or round toe pumps are most retro looking)
dark wash denim
heavy duty hairspray
bobby pins
open hair pins
rollers
rat-tail comb
a shimmery ivory or cream shadow for browbone highlighting and waking up tired eyes
a lilac, brown or grey shadow
liquid or gel eyeliner
rhinestone jewelry or pearls
and access to youtube for great pin-up tutorials on makeup/hair

Most of the above was mentioned by others. I also add my own twist, I tend to have an edgier look unless there is a specific event that calls for a specific theme. I am generally geared more towards classic cars. I wear butt hugging skinny jeans in funky colors or patterns, a corset or halter top, heels or chucks and a wallet chain with sexy big hair and flawless makeup...for car shows. Sometimes I switch the jeans for a pencil skirt. For more formal events I wear a retro inspired dress, seamed stockings, era specific hair and makeup with red nails and toes.
And of course you cannot forget the lacy underclothes: garters and garter belt with a seamless underwear (doesn't have to be a thong! They make underoos that won't show through the clothing!), sexy bra and if you need it or feel you do: a girdle in a girlie fabric or color.

As far as the make-up goes, I would be sure to add Urban Decay's Shadow Primer Potion. Works like a charm to keep your eye make-up on.
